Default Idling RPM's

Not every time but occasionally while driving and i stop at a light, I'll shift into neutral and It will Idle at around 2500 RPM's. But in my driveway before i take off somewhere it idles around less than 1000. But when in route somewhere and i go to neutral it will idle extremely high and go up and down in RPM's. I have a 97 GT. I have no idea what's going on and looking for some help. Thanks in advance.

I've done both of those and it does work...I was just trying to find a way to fix this perminently if there is a way, if there isn't a way then i will be able to survive with these quick fixes...Thanks.
