Get a stock 5.4 with flat tops and spray the **** out of it. You make it out to be some huge budget buster, it doesnt HAVE to be.
That motor won't last too long at those power levels on stock rods/pistons. So in reality, it's $300 + forged rods/pistons + machine work + assembly +++.

Suprisingly enough it was pretty tough. I actually did a full 4th gear pull with a 175 shot with NO added fuel thanks to a dirtdobber building a nest in the 175 fuel jet LOL. I think a 5.4, even in stock configuration is tougher than people think IF you keep the revs low. But honestly, like you said rods/pistons and machine work and you got an engine thats just about bullet proof. Either way I still think its cheaper to go with a 5.4 with good rods/pistons than it is to build a stroker.

stroker parts cost far more than standard replacements. The only thing a stroked 4.6 has over a 5.4 is about 100lbs and 1 inch of clearance to the hood.
