Default minor modifications to the horn bracket - what is that? GT Style Grill

So I finally got my GT style grill in the car and I'm trying to lock it in and the left side just won't fit. Right side is in but the left seems to be blocked by these two black circles that are behind the grill. No idea what they are but the website I bought this grill from says this:

minor modifications to the horn bracket might be need to fit the grill.

I'm thinking this is how to fix my problem with this grill (wont fit) but what is the horn bracket? Is that the two black circles? At first, I actually cut the circular bracket on the grill itself b/c that was bumping up against these black circles but it still won't fit. any suggestions?

thanks

so the two black circles must be the horn and bracket. There are two screws on top but I cant see how this can be modified. It doesn't bend and the black circle is def blocking the left lift from fitting in. Any suggestions?
