Default Power Steering Problem??

I have a 96 cobra, with 275, 40, 18 in the front and 265, 35, 18 in the back. But every time i turn the wheel, while moving slowly, I can hear a whine and I can even feel it in the wheel a little bit. This only happens when I move slowly (5 mph or less) which leads me to beleive that my tires are too big for the car. I checked all my levels and I am fine on fluids. Are the tires too big?? Or is my power steering pump quitting on me? Or both??

you have ford PS pump whine. No biggie. check your fluid level.

Do you have any mods to the intake or PCV system?

I checked my fluid its full...and I have the stock polished intake that a cobra SVT has, I just acquired this car about a week ago. So I am waiting to do any upgrades and trying to find any problems and fix them. Here are some pics, including basic photos of my other project cars too. Thanks for the advice
