Will 274/40/17 fit on 17x 8's?

On the rears yup. I just put my 275's on my rear and i'm enjoying them.

Those are the 99 Cobra wheel's and yes they are 17x8's

Yeah they fit, though some tire brands do run a bit wider then others? i had BFG DRs and they bulged out a bit vs. my Nitto DRs

Yeah they fit but don't like right. It looks like what it is, someone putting too wide a tire on too small a wheel.

it's too wide a tire for the rim. You lose sidewall strength and the speed rating is out the window when you install the wrong size tire on any given rim. So many people do it that you'd think it was ok but it's not and I consider it pretty dangerous.

255's are the widest I'd go on an 8" wheel. 265's on an 8.5, 275 on a 9. When in doubt, check out the specs for the tire you're looking at on tirerack.com. They give you the rim width for each tire so you'll know what the designed in rim sizes are. Usually they'll size a tire so it'll fit 3 width's of rim safely but only 1 ideally, which is the middle value.
