I'm confused by what your trying to say. You want a 3k stall converter and a 2step set for the same rpm so you can rev it then go?
If so that's not how an auto works. You have a problems here the first is the stall is to low for a 2v car it needs to be higher. 2nd only way to get an auto to rev up then pop and go (assuming of course this is what you ment) is to use a transbrake and your stock tranny cant take it. A transbrake will send fluid to first and rev which basically lets the motor free rev once you let off the button it closes the valve to reverse so all the fluid goes to first and boom your gone. Sort of like dumping the clutch on a manual car.
Of course this is if i under stood what you were talking about.

stall rating depends on mods done to the car, but I can tell you a 3k is way to low of a stall for a 2v car. You need to speak to someone who specializes in converters and trannies like the guys at www.bc-automotive.com
