Nitrous:
You can spend $400 - $2000 on a kit depending on what you get. You really need to drop about $700 to $1000 to get the essentials IMO.
The Venom 1000 is a great choice for a noob and for $600 you get a nice, safe kit. Then add a bottle warmer and you are golden for another $100. You can get a nice NX set up for about $1000.
Installation of nitrous kits will vary considerably as it also depens on the kit and what stuff you get. I would think the two I mentioned above might run $300 - $400.
One great thing about nitrous, is that you have to be smart to use it, but an idiot to install it. The kits are not that hard and you can work on them over time w/o affecting the drivability of the car.
To paint a hood, figure on $300.

Depends on driver, the amount of spray, tires and suspension. If you told me you ran a 13.4 I would believe it. If you ran a 12.3 I would believe it. It's really up to you. Spraying certainly gives the car potential, the rest is up to your skills and the cars ability to put the power to the pavement.
But, I would say mid 12's is what you shoule be trying for at about 108 - 112 mph.
