83k isn't too bad, thats like 16.6k~ year. I can't say I would buy it, even being low cost, it's just too many miles for me, even though I believe the driving avg is like 15k a year.
You got to look at it this way, with that many miles, even if it wasn't beat on you know it was driven alot! which means the paint probably has it's fair share of nicks/scratches from highway driving. But also remember its a 400hp car, you really don't buy 400hp mustang cobra with out finding out how much fun the loud pedal can be.
Also I don't know how old you are, but do realize that insuring an 03/04 cobra regardless of miles for any male under 25 who isn't married is going to be very expensive. The car may be cheap but can you afford the insurance on it?

Personally, I would probably look for an '03/04 Mach1. You can find a moderately low-mile Mach for $16k or less. Granted you don't get the Supercharger, or the IRS but you'd still be getting a bad *** car that is one hell of a head turner and has a lot of potential.
