a Short riddle

A woman lives in an apartment building on the 19th floor.
On days when it rains, she uses the elevator.
Days that it doesn't rain, she takes the stairs.
Why?

no no, Shes so short that she cant reach the 19th floor button, the only way she can is when it rains and shes carrying her umbrella. I think that was the easiest riddle Ive seen in a while
