Default Spied a snake today. Advice needed

Ok, Long story short. Firstly. Excuse my excitement. I live in Scotland in remote hillbilly type place mils from nowhere big and have only seen one other mustang asides mine in 2 years and it was a new one.
Driving past a small village 17 miles from home today I saw a mustang parked at the back of a dusty garage.
I stopped and went in asking about it. Turns out its the owners son in laws and its not turned a wheel in over a year and just sits there.
In fact its not really done much since it was imported back in 2000.
Heres the good bit. He`s owned it from a year old. He`s tried a couple of times to sell it with no interest. He might be selling it now. Its a Cobra !. A 1999 Cobra with in red. I know the 99 Cobras had issues with making the claimed 320hp but still, I asked if it was up for sale. Its not nowhere as good condition as mine but IF I was to make a cheeky offer, how much should it be? Its had a wee bit of paintwork on the rear quarter ( a bad scratch I was told) but seems straight enough.
What kinda money is in these things? Anything I should look for if I can get it for a good price? Theres 40 thousand miles on it. Twice whats on mine but hey ho.

Any input appreciated here as there never seems to be any N/A New edge Cobras around to use as a guide.

I say screw it. Your car is clean and just use the money and mod yours. Won't take much to make yours faster. Now if it was a 03/04 cobra, then it would be a different story.

Turns out its been sitting a while and according to a guy in the the UK Mustang club (if its the same car) its been pretty problematic.

Still, I`ll have a wee test drive and see how it goes.
