Exclamation Pass. side seatbelt stuck HELP!!!

Welp, for a while now I've been under the suspicion that my car was in a collision before i bought it because both driver side and passenger side seat belts barely retract by themselves, and in know that inertia reel mechanisms stop reel-ing as well as they're supposed to after an accident. Whenever somebody unbuckles and gets out of my car you kinda have to feed the belt back into the retractor-thing.
So, anyway, today my buddy, being the guy who has to fiddle with everything, decided to take it upon himself to try his hand at fixing the problem. His theory was that there was a twist in the belt somewhere in the reel side of the seatbelt and after messing with it for like 2 minutes he informs me that the seat belt won't retract or come out any more. Its stuck with like a foot of slack out of it and like 5 twists in it. So i messed with it a little bit and pulled on the seatbelt as hard as i could and it wont budge, so, I wanna know
A.(If anyone has had this problem and how did they fix it and/or
B.(whats the process for removing the pass. side rear interior panel that covers the inertia reel mech. so i can dick with it some more.

Any help will be appreciated.

My drivers side seatbelt has been doing the same exact thing for a while now. It kinda gets on my nerves from time to time and is a pain in the *** to reel the seatbelt back in by hand. It's a little frayed on the edge and will probably just buy a new Ford replacement.

The panel might just pop off with a screwdriver, but I don't know for sure.

Well i found a guide online to not only get the interior panel off(pretty much have to pull out the back seats and both rear panels \pain in the ***) and how to tighten up the springs that retract the belt (REALLY big pain in the ***) and managed to fix the belt, however, even after i tightened the spring up, it didnt really help much.

I believe if it were me, I would just replace the whole assy and be done with it. (piece of mind) One day you may need the seat belt and it not work... ain't worth 130 bucks!
