Mac H-Pipe Question

A friend of mine is looking to get an aftermarket h-pipe for his 03 GT, but he needs it to be catted so he can pass inspection. Will the Mac H-Pipe with the pro chambers pass the inspection like a catted h-pipe?

if its catted it should, the "chamber" in a pro-chamber is basically and big square where the "H" of an h-pipe would be. by itself the chamber offers no smog control onlys cats do that.
