Are you talking about the red light on the dash????

Probably low break fluid.

Another possibility if the dash light is on is that considering the cold weather lately, your brake lines could have froze. The same thing happens to my dad's F-150. Just make sure your brakes are disengaged by engaging/disengaging it until the light goes away.

i bought some high performance brake fluid that exceeds dot 3 and dot 4 and is compatible with conventional brake fluid, i dont think the brake fluid has been changed since the car was manufactured in 98, so is it ok to mix with that or should i just go ahead and replace the fluid

DOT 3 and 4 do mix, it's DOT 5 that you can't mix with the others since it's silicone based rather than glycol based.

Check your parking brake. If you leave it out in the cold, water in the cable freezes preventing it from disengaging. If it doesn't go away w/ repeditive enaging/disengaging to break the freeze, try readjusting your parking brake.

That I can't help you with since I only know how to do it on my car since it's self-adjusting. I believe you do it at the equailer bar though, where the 2 cables meet before the handle.
