Trouble coming to your 2006 Mustang
The first day of the year that the temperature dropped below 30 degrees in PA and I go to drive to work. I release the parking brake on my GT stick and find that the emergency brake will not release and the calipers are dragging. I go about a 100 feet and decide this is not good, return to driveway and call dealer. I have the car trucked to dealer and I am informed that I am the second Mustang that day to have this issue and come to dealer. I was the smart one and did not drive the car to the dealer with the brakes dragging. The brakes were tight enough to stop the car when I depressed the clutch.
Dealer stated first guess is that the emergency brake cable is not sealed well and water got in the cable and froze. I will find out Monday or Tuesday. Most disappointment is the rental car is a Taurus.

My dad's F-150 has the same exact problem (except it doesn't drag as much as your case). The best thing you can do is keep trying to engage/disengage it until there is no more drag or the parking brake light goes off.

My 05 GT did the exact same thing this past weekend. Parked it Friday night in the driveway. Saturday morning, I go to leave, and notice that when i pushed in the clutch at the end of the driveway, instead coasting a little bit, I instantly stop. I check the e-brake to make sure it's all the way down, and it is. I pull it up, and for about the first inch, it engages liek it should, but then the next 3 inches or so, it's like it's not even connected, then after that it engaged again. I pull back in, I call my local dealer, and make an appointment for yesterday. When I was talking tot he tech at the service dept. he said I was the 4th person THAT DAY calling about the same problem, all with 05 Mustangs. But, Monday, when the flatbed came to pick my car up, he went in to release the e-brake handle, and he came in saying it was working fine. I tested it, and sure enough it was working again. Has been for the last three days. Although I still cross my fingers every time I get in to go somewhere.

My car is still at the dealer waiting for the new E brake cables. Thanks for the TSB. I figure that I'll put miles on their rental while waiting for the new part. I miss my car. The Taurus rental is depressing.
