lake elsinore is 7 miles from where I grew up in SoCal... down 45mins south of riverside at the inland foot of the Ortegas.
For those that care, placer and el dorado counties were the last ones I knew of with the loosest regulations.

hey so if we have to have a damaged cat to have a new one put on, why cant we just tell the shop just install the cat b/c if you dont im gona go home and take a sledge hammer to it then it wont work so dont waste my time and just install it?

pretty simple... the installer is putting his ability to continue to do business as well as many thousands in fines and potentially his freedom for replacing a defective unit. Take a hammer to it first, then ask him to swap it, then get all the documentation from DMV and give the mayor of your town head and you might just have no potential for issue.
FWIW... I replaced my midpipe entirely with a Bassani catted X and sold my stock H... I'm not worried though.

Well, my Y pipe has uh...been cut into peices, so even if they bitched about me not passing smog, i'd be searching around junkyards or something for a new Y.. i don't think i'll really see an issue, it looks like i have stock cats on, the only thing i've really got to fix is that o2 sensor thats kinda just..hanging there.
Also, will they not pass you for exhaust leaks? I think I've got a leak somewhere around my headers..
