Default Exhaust Cutouts

I recently purchased a pair of exhaust cut outs and was wondering if they were legal in the Dallas County area. I mean wouldn't they be legal as long at they would pass emissions?

1.They are not legal in dallas but you're in dallas where they don't give a fawk.
2. Cut-outs will make your car lose power. We don't have ls1's so I wouldn't intall them....

You will throw a code with them engaged for like 10 minutes, unless you have an O/R pipe with MIL eliminators or rear o2s turned off. Youll have a little exhaust leak when you put them on, more than likely. also you wont pass inspection with them OPEN during testing.

I have seen mustangs with their mufflers cut off pass inspections tho, wouldnt that be the same as cut outs?
