Default Checking fuel pump and fuel filter

If when I turn on my ignition and i hear a buzzing sound undr the hood for about a couple of seconds, does this mean the fuel pump is working or is there more to it than that. As stated in an earlier post my 2001 mustang has been in storage for about 4 months and started fine until 1 1/2 months ago. How about a clogged fuel filter. Has anyone seen instances where a car will not start at all if the filter is clogged? Thanks.

that buzzing sound should just be the fuel pump priming the lines. i've never seen one not start at all w/the filter being clogged, but i have seen them run like absolute sh*t. and the only way i know to check a fuel pump is when that dreaded day comes when you DON'T hear that buzz lol. then ya know it's out.
