when they are welded to the car...how do you keep them from rusting? just paint over them with some spray paint?

if they are already on there, yeah spray paint them..maybe use rustolium or something like that. use a piece of cardboard as a backing when you spray the paint so you aren't painting the bottom of the car too.

Yeah, that's pretty much it. If you are extremely worried about rust, paint those and your underbody w/ some POR-15 or similar rust proof paint.
