Default automatic shifting problems

i have a 1998 automatic Mustang GT and lately ive been having a problem with the gears. id be driving at 40 mph then i slow down for a speed bump or a stop light then id step on the gas and the car wont go faster the 20 mph. the rpms go up to about 400 for awhile then it'll final shift. i think its staying in a higher or lower gear and not shifting. any ideas on what the problem would be?

blown pump, tq converter, clogged filter, needs rebuild, etc... get thee to a Aamco
