I recently put in an order for a set of the dark smoked headlights and fog lights for my 95 GT. I realized after that the description said "..96-98 Mustang Gt" fitment.
However, they look exactly the same as the stock ones, so I'm uncertain as to what the difference is with them that they won't fit a 94-95 car?

I asked AM for clarification and didn't get any? After reading some customer reviews on these particular fog lights, one gentleman stated that he ordered them for his 95' and submitted a picture as well asking AM to change the description to include the other 2 model years since they were bolt-in and no other mods were required to get them to fit.

I'm going to say they fit based off this bumper fits the 94-98. The only way it wouldn't is if the mounts got changed in 96 but I don't know.
