I grew up in LA... we never called it "the city" we called it LA. I think that comes from the very small actual size of Los Angeles. There are dozens of small independant cities in the LA metroplex but they're all lumped into the "LA" city. Locals will say, I'm going to Burbank, or Commerce, or San Dimas if you're going to those places. If we're going to LA proper, then there's no reason to say anything but "going to LA".
Of course that only applies to people that live close to the LA metroplex. Those in the inland empire and orange county, san diego etc... use the term "LA" as a colloquial reference to everywhere from El Toro to Valencia and from Long Beach to Pasadena.
