Question regarding O/R H-pipe.

I just bought a whole new exhaust setup for my car and basically I'll be getting rid of the Catalytic Converters . Now as a backup plan, I asked my mechanic if he'd cover my *** in case if something goes wrong (like I can't install it or w/e) and he nodded to everything until I told him that the car wouldn't have Catalytic Converters.
Now I respect / understand any mechanics judgment when it comes to doing illegal modifications b/c they can get into a lot of trouble. If they take off the stock cat's and install something that's deemed "Illegal" ~ it could result in federal/state fines if caught using on the street. I live in NJ and there are TONS of cars here without them and they don't seem to get any crap for it. The guy I goto made it sound like I'm going to be a prison inmates bitch if I get caught with them (according to him he was caught using them on his Camaro) said it wasn't worth it and that high flow cat's would be a better/safer option. AFAIK they don't even do anything in the colder temperatures, so what the hell..
What is your input on the matter? Should I scrap using an O/R pipe all together or what?
