best digital camera for under $400

what is the best digitial camera i could get for under 400 and i do want it to have a little section where i could video tape for like 30 seconds maybe. soo what do you guys recommned???

on a serious note: go to tiger direct and look around.
Sony Cybershot is a good choice, not sure if it does video or not.
