In fact, it's such a complicated process to extract cocaine hydrochloride from the plant that it took years of effort by chemists the world over to figure out the extraction process. You have to grind it into a pulp, use particular chemical mixtures to leech out the specific alkaloids you want, separate the cocaine sulfate and then you have to treat it with more chemicals to produce the actual cocaine that we all remember from the 70's.

Coca leaves are as far from cocaine as a poppy seed bagel is from a shot of heroin. Fresh leaves contain less than 0.2% of cocaine akyloids, as well as nicotine and a number of other goodies and baddies. The leaf of the coca has been chewed for thousands of years and a mouthful of them is about as powerful as a cup of coffee.

We tried making alchohol illegal. It doesn't work, someone will always be making it, drinking it, distributing it. Not only that but the country would be out so many jobs it would cause an economic crash. Alchohol isn't legal because it should be. It isn't legal over other dugs because it does less damage. It is illegal because it has become a bloodline in this and most other countries, with millions of jobs and families depending on the income it provides the cities, states, and families. The same is not true about pot, cocaine, LSD, any other drug. They have not founded themselves as a viable source of income in this country, so the country will do what it can to outlaw it.
