Default Looking to build a website...looking for assistance

Hey, I have an idea for a site that could get good traffic, but I'm just decent with html and website design. I'll buy a domain name, but I was wondering if buying a site came with tools for the site or if you have to create al the code on your own. My site would contain some databases, but I'd like it to be easy to update, and also allow sorting for different categories. Among that, I'd have a separate forum, and I'd also like it to be a site that people would need to sign up for(for free) to be able to view the material. Anyone know of free website tools, or anyone willing to help, or does the domain host provide the tools necessary. Oh and does anyone know of good, reliable domain hosts to buy a domain from?

I've heard of godaddy but i dont want something with unstable servers. This is a site that could(potentially) get some good traffic. I dont mind paying a little more for a better server, and I have dreamweaver already so I'll look into it. And I've PM'ed mahnotiknee so hopefullly he'll shed some light as well.

Godaddy is an excellent site for hosting 2 years with them and no downtime with over 1,500 site vists for my dad and his friends business. with the premium plan you can get 1000GB monthly transfers which is ALOT of web site visits, 100GBs of storage is alot for a web site also 2000 email accounts, SQL databases 24months for $11.99 Month not bad! im telling you its the best!
