Are you asking what the governor is? If so a governor is basically a limit that is placed on your car to keep it from reaching its max speed. For example I had a 98 zx2 escort. My speedo read 120 mph as its top speed. So one day I decided to see if I could reach that 120. Well my car topped out at 110 mph. The governor would not allow me to go past that. Thats all the governor does. I hope thats what you wanted to know. The governor can be disabled.

On newer cars with computers you can retune the computer to turn off/raise the rpm and speed limiters.

I know people turn off the speed limiter all the time, but I never understood why people extend the rev limiter unless they have mods that allow you to continue making power. Look at dyno sheets and you'll see at the end of the curve the power drops straight down.

it'd be better to drop the rev limiter. Raising it on most 2v cars is plum silly.
