Grille Delete Mod Question

This site (http://www.fordmuscle.com/archives/2004/07/Project01GT/) I was looking at for the chin spoiler and the delete mod. #11 on the Grille delete mod part shows clips. Are these parts already on the car? I want to know before I start on it.
