Default Shifter/Break lights

Hey everyone,

I'm new here as you can see and I just recently bought a used 2003 Mustang. The past two days I've had some trouble with the shifter. I start the car, apply the break, and try and shift down into drive but it doesn't allow me to, also my break lights don't go on either...It's not the fuse', I checked those. I just noticed a loose cable under the instrument panel that looks like it should go into the back of the break pedal. This wire is live as I stupidly tested it on something and got a big spark. There's only one wire going into the yellow thing behind the break and it looks like this wire should go in there. Any thoughts?
