You can use a clay bar and some bug/ tar remover.

You can try WD-40, dilute Purple Power, Amazing Roll Off, Poorboys Bug Squash, clay bar, and more http://www.autogeek.net/tarbug.html Then polish them up with Mothers aluminum polish, P21S polishing soap, or Duragloss metal polish.

Bug and tar remover will get it off, but I would definately use something to get the bug and tar remover off. That stuff cant be good for anything that shines.. chrome polish would probably do good..

My suggestion is use Pinnacles bug scrubber used for tar and bug removal. You will be surprised what it can do with little effort. Try autogeek.com
