Unhappy Steering Column Woes

I think I need some serious help. Just tried to get my 94 GT 5.0 Vert inspected today. It failed. (NC) The horn won't blow, the cruise control is dead, and the air bag light is intermittent. Anyone have any ideas? I've been under the column, and all connections seem to be connected. Have conducted limited troubleshooting on the horn itself, but since all three items are on the steering column, it seems my prob is there. Right? Thx for any suggestions.

Did you check the fuses?

I can't find a diagram of exactly which fuses are which, but the ones I checked were good. The manual I have says the horn has a relay, and I haven't got a clue how to check that.

sounds like a bad air bag clock spring, its located under the air bag/horn pad, is @$90.00 wholesale

That will affect the horn and cruise control too? Basically, nothing electrical on the steering wheel works.

correct, all that feeds down thru the clock spring. now there could be other issues wth the wiring harness in the strg column but I doubt it.
