as a matter of fact, that is EXACTLY how that kit works on 99-04 stangs. When i installed mine, it required a replacement (included) flasher for under the dash. The rate of speed as far as on and off for the blinker is half. With the blinker race reduced, there is more room for adjustment. I made mine work just like you said: it chases on quickly, remains on for a moment, and chases out. I like how the "chase" pattern is distinguished on my car.
On the other hand, i help a friend install the module on his 2007 stang. Install was nearly identical, but his car used the factory flasher. The rate of the flasher remained as fast as factory... and gave the result of what you saw on the youtube video.
I can see what i can do as far as getting a video of my car's lights. I am at school, so it might be a while.
