car idles from 600-1000

car idles between 600-1000 then back to 600 almost at a stall then back up to a 1000 rpms. whats wrong with it? ppl told me maybe too running to rich..... or a vacuum isnt all the way on. any suggestions.

clean the IAC, PCV, MAF and check for vacuum leaks

the vacuum hose from the air intake to the cylinders or w/e it goes was off
