Default to much oil

will it make your car smoke if there is to much oil.

yes. It could just smoke like a train. But you don't need to blow the HG to do it. Your PCV system will be inundated with oil splash if there's way way too much in it and you'll see dieseling and massive clouds of white smoke out the back.

I managed an Oil Changer a dozen years ago and we used to have this tech that always never paid attention (I fired him for the 2nd occurrance under my watch) and would put like 9qts in honda's. We had it happen on all kinds of cars.

Would dirty intake runner plates (IMRC?) cause the smoke in question

not on a 99... 99's don't have IMRC.
