Black Dots?

I have these little black dots all over my car. I've tired washing the car, useing a clay bar, and even hired a PRO to clean it but nothing. Do you guys knows what's going on with my car?

is it ON the paint or in it? Could be like acid rain stains, orange peel if its IN the paint.
