thats a flood my friend... notice all the wet debris...the single floor homes behind it makes me believe it's somewhere down south, maybe Louisiana or Florida... but yeah thats def. flood damage...theres still stuff hangin from the rims...

 

Don't forget the trunk popped open. They pop open when they flood.
