Default Racing harness

wat is the difference in the pull up racing harnesses than the pull downs?..which is safer?....i was looking at new seats and i would need some harnesses to complete the look....

also...are the belts long enuf to reach the bolts of the rear seat belts and clicker thing? (under the rear seat)
