Default paint help

so after i got my car back from the paint shop, since my hood was being panited. For the first time this weekend i actually gave my car a good cleaning i noticed that in several places on the hood it has some smudge marks that wont come off even after i washed it. and also on my two fenders which they did not paint they have these wierd looking marks on it. to the point it makes the paint look faded. You cant really tell there there unless the sun is shining directly on it. i have provided a picture below of the fender well. It looks alot worse in person.

im taking it back up to the paint shop tomorrow and see what they tell me. They better fix it because its a damn eye sore.

but in the mean time any ideas of how to fix it myself or what may have caused it?
