IAC is a bypass valve that lets air get in without going through the throttle body. It allows the ECU to control the amount of air let in to the motor while the throttle blade is completely closed. Basically... it controls the idle.
PCV is a check valve that allows air to be sucked out of the crankcase to keep it ventilated of acidic fumes and nasty vapors of various sorts. The breather is on the other side of the engine and allows air to enter the crankcase to replace that which is sucked out through the PCV valve. The PCV will close if pressure hits it so you don't blow out seals and gaskets in the bottom end, like in the event of a backfire.

Not entirely true...I had the same problem slither had right around 40k or so...i'm now at 94,4xx and i haven't had a single problem so far...
