From this website ( http://www.leg.state.fl.us/Statutes/...316/ch0316.htm ) it looks like you do need cats.
"316.2935 Air pollution control equipment; tampering prohibited; penalty.-- (1)(a) It is unlawful for any person or motor vehicle dealer as defined in s. 320.27 to offer or display for retail sale or lease, sell, lease, or transfer title to, a motor vehicle in Florida that has been tampered with in violation of this section, as determined pursuant to subsection (7). Tampering is defined as the dismantling, removal, or rendering ineffective of any air pollution control device or system which has been installed on a motor vehicle by the vehicle manufacturer except to replace such device or system with a device or system equivalent in design and function to the part that was originally installed on the motor vehicle." Also, with looking to get a better sound, keep this in mind too: "316.272 Exhaust systems, prevention of noise.-- (1) Every motor vehicle shall at all times be equipped with an exhaust system in good working order and in constant operation, including muffler, manifold pipe, and tailpiping to prevent excessive or unusual noise. In no event shall an exhaust system allow noise at a level which exceeds a maximum decibel level to be established by regulation of the Department of Environmental Protection as provided in s. 403.061(13) in cooperation with the Department of Highway Safety and Motor Vehicles. No person shall use a muffler cutout, bypass or similar device upon a vehicle on a highway. (5) NOISE ABATEMENT EQUIPMENT MODIFICATIONS.-- (a) No person shall modify the exhaust system of a motor vehicle or any other noise-abatement device of a motor vehicle operated or to be operated upon the highways of this state in such a manner that the noise emitted by the motor vehicle is above that emitted by the vehicle as originally manufactured. (b) No person shall operate a motor vehicle upon the highways of the state with an exhaust system or noise-abatement device so modified."

Go with H pipe.

Isn't against federal law to remove stock working cats from any vehicle? Just go with cats man....it won't rob any HP and won't be annyoing loud (depending on your set up)....plus cats really do help keep the air clean.

If you have a super loud exhaust and get pulled over by a cop he may check for cats. We dont have inspection but that doesnt mean its legal to go catless. If you want a deep rumble get an hpipe however most report xpipe has more gain in HP but a higher pitch sound. Its just not worth going catless unless you live away from the city.

I lived in panama city FL for 4 years. My 95 GT had no cats and was loud. Can they pull you over and check, yes, but unlikely. most cars are so low, they really have to get down to look and won't care about doing that. can they give you a ticket for being loud, yes, and i've seen it done there but once. It's against the Law to remove them, like anywhere but they don't do inspections in FL. I know some shops that won't install a catless h or x pipe, and i know some popular shops that don't care and will install them. So you will be safe not to have them. My other friends didn't have cats either.

I'm from Florida and don't have cats. Have been pulled over for speeding but never for noise. Most cops love the way they sound or have one themselves. You will be fine. I had one cop who pulled me over for speeding ask what all i had done we talked more about my car then what i did wrong and i got a warning.
