I was wondering if any one could give me some insight on what they thought the best shifter and programmers are for the 03 snakes

Diablo or SCT. Stick with those brands and you will be fine. I prefer SCT.

Shifter is personal preference, I like my Tri-Ax for my 96 Cobra, but some people swear by MGW.
As far as Programmers, go with an SCT Dyno tune, not a mail order tune for a supercharged engine. There are too many variables that need to be accounted for that a mail order tune just cant pin down.
