Your year of car, the state. I know TN, FL, and SC doesn't have emissions. But if you get an aftermarket x with cats, you will still get some rumble and only a few less ponies and you can pass your emissions.
If i had to choose an x/h pipe or gears...definitely gears, no doubt about that.
