Idk if they're are retaining brackets on his, he has a 98. The reason I say is that my friends car is a 95 and they're are no sliding retaining brackets behind the headlights, and I think they are the same headlights.
My advice is look at it again, it's prolly so simple you're just looking way to far in depth into the thing. I did this with my 01 headlight set.
