Chip and a tuner are different. Chip is on your computer and tuner is plugged into your obdI 2 port. so technically to answer no you don't need a chip you could use a hand held tuner.

if properly tuned, the chip will give you the same performance as the tuner. with the tuner YOU can control the paramiters (sp?) the chip gives you no adjustment options, you MUST get a tuner to tune the chip OR take it to a tuner, ex: justin @ vmp.

seriously...look something up FIRST before you ask every question under the sun. yeah we all like to help...but dude...its obvious by the questions you are asking that you haven't researched any of the subjects on your own first.
