Well I fixed it. In case someone ever has this problem and searches, like I tried and failed to do, I will explain what happened. I discovered while doing stereo wiring that the airbag module under the stereo was unplugged. I also noticed that the plastic surrounding the pins on the airbag module was broken off on top. I plugged the airbag module back in and started the car. After a few seconds of being on the module started beeping 5 times pause another 5 beeps etc a total of 5 times for 25 beeps total. I search online and found out that 5 beep pattern meant the airbag light was burned out. I pulled the gauge cluster and found that the bulb was in fact burned out. I put a new bulb back in and started the car again. This time the airbag light was on steady and the module was beeping still. This seemed strange since the bulb was working now. I tried getting codes but could not and I also tried clearing the module memory also without success. So I tried a known good module and the problem went away. I noticed that the new module had two plastic prongs on each plug socket and that on the old one they were broken off. This was the problem. The two airbag module plugs have "shorting bars" that turn on the air bag light of the plugs are unplugged. So even though I had the plugs plugged in and a good bulb because of the shorting bars it appeared as though I had a bad bulb. I think what happened originally is that a previous owner had the module start beeping, didn't know that it was due to a burned out bulb, and yanked the module plugs out to silence it and damaged the plastic around the plugs in the process. Total cost for repair was $25 for a used module off of craigslist. FYI 96-98 mustang modules are swappable regardless of trim or engine, I don't know what the compatablility of the newer or older mustang modules is.
