Police Cruisers

Police cruisers are still running 2wd to the rear, correct? I'm asking because on the way back from class last night, some lady got stuck and broke down in the middle of the road. It was snowing pretty heavy, and the roads were horrible for anything but 4wd. This girl in a police cruiser rolls up and and gets behind the car, and pushes the thing out off the road into a parking lot. Now, how does a RWD car, push a FWD car out of a spot where it got stuck. I understand the lady might have been a shitty driver to begin with, but damn. Did they start making 4wd cruisers? I don't think my truck would of pushed that car out in 2wd.

All I know is if I was stuck in the snow and the police wanted to "push" my car out of the way with their cruiser I'd say no thanks.
