Turbonator / Spiralmax?

Has anyone ever heard of or have one of these? They are suppose to give you up to 35hp and 31% on fuel efficiency. Does anyone know if they work?

I heard it doesn't do shat for power, but it is pretty good on gas mileage. That is the only reason I was asking about those.
