I've heard those handheld tuners remove the governer

electronically limited top speed, a tuner can remove the limiter.

v6s are limited to 115mph and the GT's that came without the optional wheel/tire upgrade that has Z rated tires are limited to 135mph. A tuner is the only way to remove the limiter.
