Can someone make this car Grabber blue with a light tint on the windows?

i cant but windows are down haha, tint the air!

I would if I had Photoshop, but someone can just select the area and fill it with a very opaque shade of black, effectively "tinting" the windows.

if you download paint.net you should be able to do what photoshop can as well
