I just find it hard to believe if it was real that it wouldn't have been big news.

According to that article Ford lobbied for the bailout bill because it would have hurt automotive suppliers, some of which also supply Ford and they asked for a credit line of 9 billion in case the economy got worse, but was not needed. Ford did use 5.9 billion of Dept of Energy money to re orient it's product line to higher mileage vehicles, the was a scam used by the useless DOE to basically force domestic automakers to create more fuel efficient, but less profitable models. Cash for clunkers was also claimed to be used by Ford, but when the government is throwing out money like a drunken sailor (except a sailor stops when he runs out of money) some of it was used to buy Ford products, not a big reach there.
Ergo, Ford did not use bailout money.
We take no position on the merits of any of the federal programs geared to help U.S. automakers. This much is clear: Ford once supported a bailout program that it now denigrates.
