The only way is to use a 3 bolt harmonis balencer pulley puller. You can rent them form autozone, discount auto etc... its very easy to do. You will need to get a tourqe wrench to get the correct Lb's on the bolt when reinstalling it.

i cant get the bolt out and i cant think of any more ways of attempting at it

take it to pepboys...last time i was there...they were replacin the crank pully w/ teh u/d pully..and i asked how much and they said free of charge..but that was here

every time i turn the bolt the whole pully turns and I cant figure out anything to keep it still

stick or auto?

if stick put the car in 5th with the ebrake on. that will keep it still.
If auto you need to get someone else there to hold the Tourqe convertor still with a wrench. thats how you do that. Also I hope you got a hanes manual as there are a few different ways to tighten the crank back on depending on the year.

it's a sequence. you torque it down to 1 setting, then loosen it up and retorque it to a totally different and much higher number. I forget the number but if you check the instructions for a steeda pulley set it should say.

The conventional method for removing the crank bolt is with an impact wrench. I used the pulley puller to triangulate teh pulley against one of the front cover bolts which prevented the pulley from turning.

I simpley Used 5th gear with the e-brake on and used a breaker bar. It loosened up real fast. then i used a regular wrench and took it off.

does the stock belt fit with the steeda pulley...or need order new belt from steeda as well?
